In the PMDG 737, refueling is not made by GSX, provided of course you haven't altered the default GSX configuration, which has flagged the airplane to not being refueled by GSX ( "Show Fuel/Cargo" option Disabled ), but only have GSX react to the airplane own refueling process without touching the fuel quantity.

If this is the case ( default, GSX not really refueling ), it's clearly not possible that just a difference in the fuel quantity, supposedly conflicting with the throttle, could possibly be caused by GSX, since regardless of the quantity, it's not GSX that is refueling the airplane, it's always the PMDG that refuels itself, at whatever quantity you selected in its FMC.
