Unless anything has changed, you should be able to do it as you get near the airport prior to landing. I don't know that selecting it at the start of the flight would really work because anything can happen whilst you're in flight, especially if you're flying a long flight or if you're flying on VATSIM or something. By the time you arrive, the gate you wanted to park at might already be occupied.
