I can't understand how this could possibly happen, you have 3 stairs, meaning the gate has been recognized as NOT having ANY jetway, yet you have what looks to be a non-GSX SODE jetway with passengers.
Of course, it's impossible to say more with so scarce description of the problem, since you haven't said anything about *WHAT* scenery is, how jetways are made, if you are using a GSX custom profile for it, who made it, etc.
A screenshot of the GSX customization page, for example, would have been more useful.
