The I95 IS modeled in the scenery, but only the 3D part of it ( the big curve on the north-western tip of the airport )
This issue is: in FSX, the I95 is depicted on the ground even in the default scenery so, the 3D modeling we added perfectly matches it. Under FS9, when using the default scenery, there's no I95 so, you'll see only the 3D part that we modeled.
BUT, if one uses any kind of terrain enhancement package, like Ultimate Terrain or similar, or a photo real scenery for KFLL, the highway will surely be there, and will probably match the 3D part we modeled, just like it matched in FSX.
It has been often said that almost everybody under FS9 uses some kind of enhancement terrain product, since the default scenery doesn't really cut it anymore, considering it was designed for 1993 PC's. That's why we assumed most of FS9 users would use one of the available terrain enhancement products, so we didn't *added* anything in the FS9 version that we didn't had already in FSX.
