I uninstalled 2017 and 2015, reinstalled 2015 then 2017 both x86 and x64 with no improvment. It still says that the file is missing, which it is not.
If Windows says the file is missing, than it's missing, no question about it.
"missing", might not really mean physically "missing", but not correctly registered in the registry so it's easy to be mislead into thinking the file might be ok "because it's there", but it might not be correctly registered in the registry, or might not be the right version and it's possible another application you are running is preventing the MS VC++ installers to update it.
I'm sorry but, the problem is clearly a VC++ installation issue, and doesn't really have anything to do with our products, which must rely on your system libraries being correctly installed. If you search online for this error, you can see it affects different kind of products, and it's always fixed by fixing the VC++ libraries.
