Safegates are only available in FSDT airports, GSX will not add them to an airport that doesn't already have them. You'll have a Marshaller in this case (most of default and 3rd party airports )
and only one truckstairs come for that.
This is not very clear, but there might be plenty of good reasons why only a stair comes, the first obvious one, is that you parked on a parking that has a jetway, so just the rear stair will come. Now, it's possible you haven't *seen* the jetway, because your Scenery Complexity slider wasn't high enough, and default jetways in default airports not show at all scenery complexity levels, but the jetway is there, so GSX will not display all stairs in that case.
