What does this error mean ?

Hi everyone, i just received a message from the addon manager installer which says:
-------------------------------------------------------------------------------------------
C:\Users\Owner\App Data\Roaming\Microsoft\FSX\dll.xm Error on line 1, position 46:

Switch from current encoding to specified encoding not supported.
 
This means the file has been saved with an encoding that doesn't match the XML header and it's usually caused by 3rd party installers with bugs.

It should be fixed by opening it with an editor like the free Notepad++, and save it back into ANSI format

I have been experiencing issues with GSX where the ctrl-f12 shortcut does not open the menu in FSX:SE i don't know if these two issues are linked but if anyone has experienced this issue and knows the solution it would be appreciated.
