There's no Uninstall needed. If there was and not uninstalling it would create issues, we would clearly suggested to do so or, better yet, made the installer automatically remove the previous version.
Not that this makes any difference: if you want to uninstall first for your own peace of mind, it will work too, using the full 1.3 installer, or course.
