We are obviously working on a fix, in the meantime you can use the 2.8.3 Offline installer, which has been confirmed by multiple affected users doesn't have this problem:

Do i have to uninstal gsx and instal again from that link or just instal and it will downgrade do 2.8.3v ?

Don't uninstall, the offline installers are not complete products (140MB against 6GB), you must have a normal install, and this offline installer will just downgrade the main GSX code to 2.8.3. Do not run the Live Update after it, otherwise you'll be updated again to 2.8.4.

This, of course, until we'll release the next update officially, with the problem fixed.
