GSX - 3 Why's

Why can't I do anti-icing on the apron?
Why can't I request towing to the stand after landing?
Why does 1 bus arrive 2 or 3 times and not 2 or 3 buses at a time?

You cannot do this for so many years. Why hasn't it been done yet?
