It's not clear from your message which fueler you get instead. And it's not clear from your message which simulator you use.
If you get a large Tanker with a raised platform ( the same in the previous version ), it means your refueling point is correctly set and it's higher than the minimum required height for both fuelers to work so, the only possible reasons why you don't see the new Fuel Hydrant are:
- You use a non-PBR version of the sim. The Fuel Hydrant is only available with P3D 4.4 and above
- You haven't bought GSX Level 2. The Fuel Hydrant is the only thing in the latest update which requires GSX L2.
If, instead, you see a smaller fuel vehicle with no raising platform, it simply means your refueling point under the wing is lower than 3.40 meters from ground, which is the minimum height to use such vehicles. But you will still have to meet the above requirements to see the Fuel Hydrant ( PBR and GSX L2 ).
