Level 2 I see NO people walking around

I activated level 2 but have yet to see any people.  What's going on?  I'm running FSX steam.

It's not possible to help you without any detail about the scenery used. It's default or 3rd party ? Have you used a parking with a jetway ? If yes, which kind of jetway is ?
