Encoding of config text files

I edit a custom aircraft gsx.cfg file and save it in the format according to LM is a standard for .cfg "usc-2" encoding I read on other forums. Gsx does not read this file unless it is encoded by utf-8

The GSX.CFG will never be read by the the sim, it's only used/read by GSX, so its encoding doesn't have to comply to the LM standard.
