Snow on grond in spring

Hi!
I set 29th March (spring) and go to KORD. When the scenery is loaded I see snow on ground. Most exactly snow on grass because aprons, runways, buildings... all is clear. If I set winter appears the same, but in auttumn and summer all perfect without snow.
What is it happens?

That's not a problem of the scenery, and it has been intentionally made like this, to have snow on ground up to the 107th day of the year, which is about mid-April, it always been like this since 2008 when it was released.
