Title: ILS Did Not Activate.

Attempting to land at KJFK, runway 4L (110.90) the ILS did not activate. I have run a scan with FSX Airport Scanner [01.00.00] for duplicates and KJFK shows two files, the top one is ap_KJFK.bgl and the lower one is appr_KJFK.BGL, both are layer 539 - FSDreamTeam New York JFK. Should I dilate the lower one?

There are no duplicates, one file is the normal airport AFCAD, the other one contains only approaches and both must be there and it's all normal. Tried just now, and I can see both the localizer and the glideslope correct and in sync with PAPIs when tuned to 110.90, see the attached screenshot.

The map also shows the ILS and the FSX gps does it too so, it must be something else.
