This has been an issue ever since wing walkers were added but if you have disabled wing walkers globally, they still appear at the start of push back then walk to the wing then when push starts walk back to their spawn point and de-spawn.

That's how's supposed to be, since each pushback slot can have Wingwalkers either enabled or disabled, but it's not known at start which one you'll chose, so they always appear, but if you choose a pushback slot with no Wingwalkers, they'll walk away.

So why is then a «global» setting available? One would think that if something is globally deactivated, it is off. And not still conditional...

Exactly, shouldn't they only appear after the selection is made to avoid the silliness of them spawning, going to the wing and then walking back particularly if you've globally disabled them?

The global setting has a lower priority than the airport-specific setting, because it's assumed that airport profile creators would know if Wingwalkers are in use on that airport.
We might possibly improve the logic, by checking ALL available Pushback slots for that parking and, if Winwalkers are disabled in ALL of them, they won't be created.
