Title: Before boarding empty bus arrives

Since a while, when I ask boarding not a full but an empty passenger bus immediately arrives. Then a first passenger appears and the bus starts filling up, after which all the passenger inside come out and start boarding. Any ideas?

Can confirm I can see the same behaviour after updating

I have this. When I set a delay between crew and passengers boarding an empty passenger bus arrives waits xx minutes and then suddenly fills with passengers when it 9s time for them to start boarding. I had this on 3.07 so not linked to latest update

Same issue for me. The bus arrives, but is empty. Then all the passengers show up inside it, all on one go. Usually the bus doors are already open when they appear.

Same issue since one of the latest versions, don't know exactly.
