Title: Front Cargo Loader sometimes doesn't work

I flew into KDAL Iblueyonder today.  The rear baggage loader did his job but the front baggage loader just stayed in his parking spot.  This has happened at a few airports but most are okay.  I don't know if it has something to do with the addon airport or something else.  I checked Customize Airport Positions to make sure he was there and could be adjusted.
