Title: exclude 3rd party airport not sticky

i've excluded payware airports using the installer's exclude 3rd party airport jetway/services but after updating gsx, some airports un-exclude themselves.  for example, i excluded rjaa and it's on the excluded box.  did some updates and later typed rjaa in the exclude select box, found rjaa jetway in both the 'enabled' box and also in the 'disabled' box.  when i exclude again, it excludes. 

seems some updates re-write the jetway/services and enables it again, even though it's already been excluded earlier.

Yes, we are aware of this problem, it happens when you run the Live Update from its icon after excluding the airport.
