Title: Service and catering vehicles not always the specified operator

I've customised two airports, EGKK and LGPZ, both freeware from Flightsims.to, not marketplace. I've specified Ground Service and Catering operators for both, but they only sometimes appear, and sometimes not. When not, it's always 'JetAviation', I assume that's a default? Am I doing something wrong, the manual says my settings will always take precedence? My last install was the offline loader run yesterday. Screenshot of my EGKK settings attached. Let me know if I need to log a support ticket.

That parking might have been flagged as Cargo. GSX knows which operators are Cargo and which are not, so Cargo operators will never appear at non-Cargo parking spots and vice-versa. If an operator can't be found, it will revert to Jet Aviation, which is the default operator.
