Is it normal that when executing Live update , MS Visual C++ Redist are installed?
Didn't have such behavior before

So, in this version, in order to stop users worrying about this, we added extra information on the Live Update:
Checking if Visual Studio 2005 Runtimes x86 is required (don't worry, if it's already installed or you already have a new version, it won't be reinstalled or downgraded).
Checking if Visual Studio 2013 Runtimes x86 is required (don't worry, if it's already installed or you already have a new version, it won't be reinstalled or downgraded).
Checking if Visual Studio 2015-2019 Universal Runtime x86 is required (don't worry, if it's already installed or you already have a new version, it won't be reinstalled or downgraded).

It's not just checking, its download also, it make update take more time and keep making unuseful download

The download is not "unuseful" ( "useless" might be a better word ), there's a reason for always downloading: it's because we don't try to reinvent the wheel, so we leave the task to CHECKING if an update is required, to the Microsoft installers themselves, which will surely know better so, clearly, we must first download them in order to start them, so they can do their own thing, which is CHECKING+UPDATING(IF REQUIRED)
