You’re going to need a bigger …. bus

I landed my PMDG777 at Rome Fuimichino airport yesterday with over 200 passengers. When I selected deboarding a single bus arrived and all 200+ got into  it. 

Surely more than one bus is needed.

In all seriousness. I have had multiple busses arrive. They don't all arive at the same time though, one will fill up go away and then another will turn up.
I'm using MSFS now but back in my P3d Days that was still the case. So not sure why your's was doing that mybe TFL are running it

That's why there's a "Multiple trips" option you can enable or disable in the Settings. When it's Enabled, every bus carries the realistic max capacity of 90 passengers. If it's Disabled, you'll have a bus with an infinite capacity.
