Is this traffic cone cart an object of gsx model?

Yes, I suggest reading the manual, Page 6, it explains that GSX jetways replacement files don't just replace jetways, but add extra details in the airport, and the manual has a screenshot showing that cone.

If the "Extra Ground clutter" option in the GSX Config panel is Disabled, the GSX jetways replacement files will contain just jetways.

Ground Clutter This option is enabled, but only Cone cart object are not visible, I think there's something missing

I tested it at LIMC Milan Airport on page 6 of the manual

You are not supposed to have all objects at all gates. They are created randomly, and change between each compile so, it's possible the gate that was on the manual with a cone, might now have another object or be empty. You had one in your first screenshot so, they surely are there.
