experimental I guess? tested it with 1 and 0 and didn't notice any change (yet)

As can be gathered from the explanation, since the main Anti-popup slider IS 3d (meaning, the altitude is multiplied as well), you won't see any differences if the slider is set to a value much higher than 1.0. The use of this new slider, is for people that want to keep the Anti-popup at low values, but don't like the fact that some objects also disappear based on ground altitude.
