If you mean you aren't being offered a choice which handler to use, it's entirely normal, in case on a specific airport, due to how the combination of the handler rules and the airline codes of the parking, there's only one possible choice of handler so, clearly, it would have been silly to offer a "menu" with just one choice.
The menu will of course come out when there are at least two possible candidates available for that combination of airport and parking spot.
