KIAH P3D V4.5 TAKEOFFS

KIAH not allowing takeoffs on 15L/R...I have had winds at 158/11 and 148/ 5 and it sent me to runway 27. When I selected to change runways it only gave me the option of 26L and not 15L/R. Is this P3D issue or FSDT.
