KMEM Tweaked AFCAD

My take on a fix for the FedEx parking spots. Spots also sized for AIG-compliant AI traffic. Winchester ramp 31M spots for 777Fs. Small spots 19M for 757Fs, and all others 25-30M for Airbus, 767, and MD-10/11Fs.
