Custom Operators for Fictional Virtual Airline

I am having an issue adding a custom operator for a fictional virtual airline.

I have followed the instructions in the GSX_manual PDF and if I customize an airport with our Airline Code, the custom operators appear with our logo.

However, with the Override Parkings Airline Codes checked and our airline ICAO entered, our VA Custom Operators do not appear at all airports and I am prompted to select an operator. This worked without any issues prior to GSX 2.6.

The rules.cfg located in:

What am I missing in order for all GSX vehicles to have our logo on them for all airports?

Yes v4.5.

That is what happens when you type via a Smartphone.
