Ctrl + F12 list is not available

After I reinstalled the GSX, the Ctrl + F12 list could not be called and could not be used.

Please clarify if it's just the *key* not working, or GSX is not working. Do you see the GSX menu under the Addons menu ?

I can see the attachment menu, but it doesn't work when I press Ctrl + F12

With "attachment menu", you mean the GSX menu ? If yes, do you see the "Airport cache loaded successfully" message when starting the sim ? If yes, than GSX is working normally, so the only possible explanation for the hotkey not working, is another add-on that has taken the F12 key, so you must either change it there, change it in GSX, or disable that addon.
