It's not a file, it's an entry in your Scenery Library which points to the Addon Manager\Fsdreamteam\Exclude folder. You can add it manually, but the fact the installer couldn't add it (assuming you have ran the installer again, as I suggested), seems to indicate you have a problem with that file.
