Which airplane are you using ? It's the FS Labs A320 ?
If yes, the issue is caused by the airplane having set the passenger number too late, when GSX already decided the bus to use based on the number of passengers which wasn't still set, so GSX had to estimate it from the airplane weight, which is likely empty.
