So when it says "Raise Object" .... it should read "Raise Position of a Logo on the Jetway".
The Q/Z keys, which for OTHER objects that CAN be raised, which are basically only the Wall-mounted or L-Support Docking System, when you edit a JETWAY are used for a different function, which is CHANGING the logo, not "raising" it.
Of course, this would have been obvious if you read the paragraph on the page following that screenshot, which is named

So..... the obvious question now begged, is: why is the GSX program reading the elevation of the FlyTampa EHAM airport, incorrectly ? This must be the case, as the jetways are 6 inches above the tarmac ? !
GSX is not reading the position incorrectly. You have an elevation conflict problem caused by two sceneries specifying different ground altitudes for the same airports.
You can fix this by clicking the small airplane icon in the parking customization page which says "Airport Elevation".
