cannot connect when downloading additional files installinig version 2.7.0

trying to install version 2.7.0 and for each additional file required it cannot connect until it eventually times out.  The status just says "connecting" .  is there any other server i can connect so to download.  Please advise.

If you are sure you don't have any firewall installed, it might be a problem of routing, possibly caused by your ISP. Try using a VPN, like this free one:

https://openvpn.net/community-downloads/

Which should allow you to download bypassing your ISP, as if you were in a different location
