I tested this out, very nice. But in contrast to your installation.txt file, I got great results just by turning off the .xml file in the SODE directory for KMCI and adding your .ini file to the user directory.
Since TropicalSim uses SODE jetways, I don't think BGL exclusions are needed, since there aren't any BGL jetways to exclude. I didn't find the various placer files you mentioned in my KMCI2018 scenery directory. Now that may be due to what I selected when I installed the scenery to begin with - I don't know.
But as I understand it, if third party scenery uses SODE jetways, all that should be necessary to make them go away is to rename/remove the XML file (or in Drzweicki, the compiled XML) in the SODE directory. You only have to use exclude files when third party scenery uses default jetways.
