That seem another mistake of your antivirus, which seem to suggest if you haven't disabled and/or configured it correctly.
Since that tidy.exe (which is a freeware utility used by the installer to clean up your DLL/EXE.XML files messed up by other addons), comes with the installer, and it's surely installed by it, the only possible reason why the installer cannot find it, is that your antivirus has removed it, mistakenly assuming it might be "dangeours", sometimes antivirus are so bugged, they remove anything they don't know...
