What do you mean with "disable" ?
If you want to disable it for the airplane, so it would never appear, ever, you must do it in the airplane configuration, by removing the airplane door.
If you want to disable it at some parkings, so it would not appear *there*, you must do it in the scenery customization page, using the "Disable Staircase", discussed at Page 32 of the GSX manual.
