NSS LIEE Cagliari Elmas for P3D v3 and v4

This scenery has been released for P3D v3, but it's perfectly working in P3D v4 either (no dyn lts, btw).
Here's the config file I made which reflects actual visual guidance system, parking spots and startup points.
