No centerline or runway lighting

If you look at the attached screenshots, there are no green centerline lights on the taxiways and no lighting whatsoever on the runways. 

Any ideas on how to remedy the situation?

As I understand, this problem is a DX10 issue.  Is there any way to fix this?  I do have DX10 fixer, but running it doesn't do anything.

Do I just have to run DX9 for this scenery at night?
