Is the last Update from 16.10.2015 ?
If you mean the last update to the GSX code, then yes, the last update (as of today) is the one indicated in the Live Update release notes, which is Oct 16th.
However, there might be other update (like new liveries), and they are not updated automatically with Live Update (as explained in the GSX manual when Live Update is discussed), so if you want to be sure you have everything updated, you should download and install the latest vehicles update installer too.
Or the full GSX installer. No difference in result, just the download size.
