I cannot replicate this, and nobody reported this before (well, there as a problem when we were in Public Beta, but it was fixed long ago, and cannot possibly happen now).
Does the stuttering goes away after a while ? It's normal you would see some pauses when all vehicles are being loaded, and if your system is very taxed and/or your settings are too high, this might last even 4-5 seconds more, but after all the vehicles have been loaded, they should be totally smooth.
