KJFK v2 IFR airport lights?

I found today, when coming into KJFK v2 under IFR conditions, visibility 0.5 mile, the runway lights were NOT on. I thought this strange because at other airports by FSDT, KLAS, KLAX, KDFW, all of these have runway lights under the same exact conditions.

1) Can there be an update for this feature, please?
2) If this feature is already available, please advise how to activate?
3) Yes, I purchased KJFK v2, KDFW, KLAX and KLAS

The first picture is of KJFK, the second is of KLAX. Both had the exact same conditions, time of day, etc.

It's been a long time since this problem was reported. Any update? You can see the same problem described in the previous post in this video I recorded some days ago:

This post must have slipped out attention. Yes, the runway lights are supposed to show in low visibility, and if they don't, it's a bug.
