Well, it's no wonder your scenery.cfg doesn't work: you have edited manually (or maybe some kind of 3rd party software did that), to include this lines:

I'm referring to the long line of "=================", which is an illegal syntax for a standard .INI file. FSX is more tolerant of such mistakes, but GSX requires the file to be correct. As you can see, the last scenery accepted in your Log file, is the area 175, which is the last one correct before the error.
If you remove all the conflicting lines, I'm fairly sure every scenery will be recognized.
