It's the same (or similar issue) why the "Restart Couatl" option doesn't work under Steam, which means we are trying to understand what the problem might be.
But you can fix it very simply, by launching the Couatl_Updater file from the fsdreamteam\Couatl folder, when FSX is NOT running.
